Faster Permits is a building permit consulting and management firm with a vision to change the face of the construction industry by tackling the most challenging aspect of development – building permits. This vision has resulted in thousands of improved development time lines for such companies as IBM, Intel, UPS, AT&T, Verizon, Kinko’s Copies, Nike, Pepsi, Bechtel, Fossil, Louis Vuitton, FedEx, Nordstrom, Owens-Corning and more.

Faster Permits was contacted by an out of state developer and their architectural design team to assist with the submittal and expediting of a new 20 story, mixed use residential tower. The tower will span over existing parking entrance which provides parking to an adjacent 35 story commercial structure.  That parking is accessed from this site but accesses the existing structure via tunnel under the ROW of SW 2nd Ave.  The proposed project includes 348 residential dwelling units, 244 parking spaces and approximately 15,000 sf shell commercial space.
The challenges of developing this site are well documented.  Numerous attempts had been made to get thru design review processes and subsequent building permit processes, but none had succeeded.  The largest challenge was to design the proposed building to be structurally independent of the existing parking entrance and not impact that parking during the construction process.  Note that, to further complicate matters, this was a “ground lease” whereby one ownership entity continues to own the property but another ownership entity is “leasing” the entire building.
Faster Permits worked closely with the entire design team and the City of Portland to navigate these issues.  We were the “boots on the ground” and the main point of contact between the various bureaus and the entire disciplines of the design team (Owner, Architectural, Civil, Survey, Structural, Geotechnical Engineer, Plumbing Engineer, Electrical Engineer, Mechanical Engineers, General Contractor) to ultimately obtain all approvals required.  This concentrated effort required the skill set to efficiently guide and manage over 34 approvals on just the Building permit.  There were also concurrent approvals required for the associated Public Works permit, Right of Way Dedication, Shoring permit, Mechanical permit, Plumbing permit, Electrical permit and over 20 deferred submittals.
SW 4th & HARRISON
Faster Permits was contacted by an out of state developer and their architectural design team to assist with the submittal and expediting of a new 15 story mixed use residential tower that includes 4 levels of below grade parking.  In this case it was critical to find a path to early “Excavation” and then a “Foundation” permit to allow the excavation, shoring and construction of the below grade parking for a variety of reasons.  The City of Portland rarely allows early permits of this nature, and this is especially true on such large scale projects.  The early “Excavation” and “Foundation” permits would include all below grade excavating and waterproofing, it would excavate for the elevator footing and the elevator pit, it would excavate for and install underground waste pipe and sumps, as well as excavate for electrical raceways and install reinforcement bar as needed for the the future main “Building” permit.  Note that this site is completely surrounded by the very busy downtown intersection of SW 4th Ave and SW Harrison – which includes Portland’s Streetcar light rail Public Transportation system and existing multi-story residential towers.  None of these could be disturbed during construction, so securing all needed permits required coordination with applicable review agencies to ensure their stringent requirements were met.
This work required close coordination with the entire design team and the City of Portland, and ultimately we were successful in breaking loose this early “Foundation” permit and then went to work on the entire “Building” permit.  Again, we were successful in helping our client meet their timelines to secure all needed permits to work could begin.

 

PORTLAND INTERNATIONAL AIRPORT EXPANSION

WE NEED TO CORRAL A GOOD/OVERALL DESCRIPTION OF THIS SUBSTANTIAL PROJECT, PERHAPS BORROWING FROM OUR PROPOSALS TO YGH.  THAT SEEMS LIKE THE LEAD IN HERE.  Faster Permits was contacted by a local, large architectural firm to assist in the overall coordination and permitting of this substantial project at Portland International Airport.  Thru ongoing efforts between staff, the entire design team, and the design/build contractor JE Dunn this ongoing project continues to move forward.  To date (5) significant “packages” of work have been successfully submitted, expedited and permitted so work can begin.  This may be one of the most complex permitting projects in the history of the City of Portland, and given the testimonials from the architectural firm speaks our work speaks for itself:  “Hiring Faster Permits to manage permitting for the multi-billion dollar expansion at Portland International Airport is one of the best decisions the PACR project made this year.   –Yost Grube Hall Architecture“

"I'm Just Getting Started"

For many clients, our efforts begin with Due Diligence research and Project Feasibility Analysis. In these cases, we are involved very early – for instance, when a developer is looking at a piece of property and wants to know it’s development potential. We provide a detailed report on the local municipalities’ codes and policies, and we work to uncover any permitting roadblocks or even potential deal-killers for a project. Perhaps the most valuable element we provide is the “permitting roadmap” that spells out precisely what is required to submit for permits and also the estimated timeline for that municipalities’ review. A developer will use this to create their development timeline, and will often then share this report with their design professionals (Architect, Designer, etc.) to begin the design process within the requirements of the local municipality.
